Padding Line Between Statements - ESLint Rule Currently Missing in Biome

Hello!

I used this rule extensively & now it's the only thing that seems to be missing from my previous ESLint rule set.

• padding-line-between-statements

I'd like you to review whether or not it's possible to add this, I would also love to contribute, and implement this rule myself if that's okay.

We don't intend to add eslint formatting rules in our linter. We have our formatter for that
