Email Build: Strip anchors from bullets

In https://github.com/bitcoinops/bitcoinops.github.io/pull/369 we added hoverable, clickable anchor links plugin.

During email newsletter generation I currently remove these bullets to keep the email version clean. It would be nice to disable this plugin/feature when building for email (JEKYLL_ENV=email)
