This PR updates the project's base image, tooling versions, and Kubernetes binaries to their latest releases, and documents these changes in the changelog.
- Bump Node.js from 20.12.2 to 24.0.2 and upgrade CLI tools (pnpm, turbo, tsx, AWS CLI, etc.)
