A new skill that enforces a user-defined budget across Bitrefill purchases in an agent session. It tracks cumulative spend, blocks purchases that would exceed the limit, and reports remaining balance on request. Builds on the existing safeguards.md policy rather than replacing it.
Basically a skill so your agent doesn't accidentally buy gift cards for the whole office. Happy to open a PR if this direction looks good.
