BitShares Suez 7.0.3

Note: The primary purpose of this release (7.0.3) is to trigger a rebuild of the Docker image to include the latest operating system patches, which is then uploaded to Docker Hub. The new Docker image is still based on Ubuntu 20.04 LTS. The code is almost identical to the previous release (7.0.2) and does not support Ubuntu 22.04 LTS or later. No changes to the consensus or functionality. Upgrading from earlier versions is not mandatory. There are some code changes about macOS build, but these changes are more or less outdated.

This release includes a new Docker image but no other pre-built binaries.

Docker image: docker pull bitshares/bitshares-core:7.0 or docker pull bitshares/bitshares-core:7.0.3.
