Support Meter and log from underlying emulator

I have a PR on flow-cli (onflow/flow-cli#563) that exposes the underlying emulator log. This allows us to get Meter information that is useful for debugging. However at this moment this cannot be merged so I will remove the option now to progress with overflow and have this issue to anchor it all.

Should probably have a printer option to only print the Meters that affect computation
