VMs in tyo region not ready on cold start

Issue

Since switching to the tyo region, VMs are not fully ready when accessed cold:

1. First access returns a "port 8000 unbound" error, which is resolved by refreshing
2. First access to Shelly after some time returns "Shelly is not available ..." error, also fixed by refresh

This behavior appears to be new and more prominent since the region switch.

Context

Possible cause: Shelly may perform some initialization on first run that delays it being fully ready and listening on its port.

Additional Notes

• This is a cold start issue specific to the tyo region
• The issue is consistent and reproducible
• Manual refresh is a temporary workaround
