Add picard-config.ini configuration reference page Mirrors the artwork-config.ini page's scope: just the config keys (music_directory, output_directory, failed_directory), cross-linked with the artwork-config.ini page since the two configs are unrelated. Full usage docs stay in picard_album_processor/DOCS/ in the main repo.

Update config docs to match current artwork-update scripts Old page documented [credentials] lastfm-apikey, five [settings] flags, and a [cover_art_script] TEMP_RES section tied to the retired id3tocovr.py - none of which any current script reads. Replaced with the four keys actually in use: [musicbrainz] useragent_email, [lastfm] API_KEY, [settings] MIN_RES, and [paths] rootmusicdir.
