`test-coreos` job is failing

Tentative diagnosis staring at the console during boot is that it's unable to find the boot disk by label and then hanging. Will require more investigation.

I think this is coming from

But on the test VM we have:

vda1 - 1MB bios_boot
vda2 - FAT32 ESP with LABEL="EFI-SYSTEM", most notably not labeled boot
vda3 - XFS LABEL="root"

Looks like i can get it past that part by masking the boot mount unit, but then the next thing is that SSH is not available on first boot but it looks like it works if i force-reset the system and then on the second boot it works. I'll resume poking at it tomorrow at this point.

I think this is fallout from a combination of coreos/fedora-coreos-config#4123 landing after #2123

Bigger picture what would help is to switch to pinning images by digest and renovate bumping them, I started on some of that in bootc-dev/infra#152 - will look at extending and using here.

Anyways I'll take this issue
