Prior to this, when a libvirt VM is manually shutdown, the domain persists but there was no way to reconnect to it. This will remove the existing VM and create a new one when an existing shutdown VM is found. Fixes bootc-dev#30 Signed-off-by: Chris Kyrouac <ckyrouac@redhat.com>
