use object cache for local repositories when cache is decrypted

The decryption advantages apply regardless of repository type, so it makes sense to always apply the caching, even for local repositories.

For unencrypted repos w/ everything in LZ4 it's a tie; I expect the cache to win with encrypted repos, but don't have a good test case at hand.
