Great docs PR! Clean template that follows our existing conventions well. One thing to resolve: this PR contains \ est/capabilities.test.ts\ which appears to belong to PR #520 (Machine Capabilities). Please remove that file from this PR so it lands with the correct feature. Once that's done, this is ready to merge. 🎉

Adds a documentation template for the KEDA external scaler pattern.

The scaler is maintained as a standalone Go project: tamirdresher/keda-copilot-scaler (51 tests, CI green, MIT license).
This template documents the pattern so Squad users can adopt it without reading the scaler source code.
