Fix toolbar config endpoint resolution

Summary

• restore the dedicated toolbar Apps Script endpoint for loading TipTap toolbar configuration and add detection so we only fall back to the admin-auth endpoint when needed
• add endpoint detection helpers to avoid calling placeholder URLs, preventing the missing admin account error during toolbar initialization
