Add data upload test

Natural follow-up to #3

For a simple unit test (don't worry yet about integrating with other workflows, that's a 'next step'):

• upload a minimal NWB file (feel free to download and use https://dandiarchive.org/dandiset/000027/0.210831.2033/files?location=sub-RAT123&page=1 for this) to the Pennsieve dataset space
• whereas in Add data download test #3 I mentioned it might be possible to figure out direct REST queries, for this you will absolutely need the Python DANDI-CLI in the container environment to perform validation
• you will also need to leverage the personal 'secrets' feature (and let's use this test to ensure they truly are secret per person vs. the 'shared' secrets; don't want anything to leak) to set EMBER credentials in order to upload

Also have a basic version of this working but cannot set 'Secrets' in Pennsieve yet. For now I hardcoded DANDI_API_KEY and just regenerated my key after upload:
