make it easy to hack on without a github repo

Right now, in order to view or modify projects you need to
1. Create a github repo
2. Create a github oauth token
3. Create env vars with that info

The github "database" is really just an atom. It should be extremely easy to use an empty atom or an atom with some seed data.
