Repeated warning "warning: unable to find a Visual Studio installation; try running Clang from a developer command prompt"

Since upgrading to Clang 7, running CCSM gives a repeated warning when run:

`warning: unable to find a Visual Studio installation; try running Clang from a developer command prompt`

CCSM shouldn't need visual studio to be installed in order to run successfully, and indeed it does run successfully.
