Fix Linux segfault by using AsyncParsableCommand for publish pipeline

Switch to async call chain to avoid Task+DispatchSemaphore bridge in
Publish's synchronous publish() wrapper, which crashes on Linux with
Swift 5.8 when flooded with concurrent child tasks from concurrentMap.
