This upgrades the Docker image used on PAPI to use Python 3.7. That is needed because our new Stackdriver Monitor code (#68) uses
nullcontext, which is new in 3.7.I've built a new Docker image with the updated
Dockerfile, and verified thatdocker runnow succeeds for it.This satisfies SCP-2056.
