Consider adding a server management tool (ad-hoc testing tool)

The proposal is similar to the Ad-hoc Test Tool offered by QualityLogic (see slide 11 from this presentation).

The core features provided by the server management tool include:

• Monitoring all currently running and scheduled DERControl operations
• Logging reports and measurement data
• Registering and de-registering clients
• And more..

This tool is primarily intended for software developers working on CSIP client implementations who want to schedule and cancel DERControls in a way that mimics a utility operator.

Definitely something that the admin server was meant to enable. There might be a future state where something like this appears but it's not currently on any development pipeline. We would absolutely be willing to work with anyone who has the time to contribute such a piece of work.

All efforts at the moment are focused on supporting the https://github.com/bsgip/cactus-runner and https://github.com/bsgip/cactus-test-definitions which address a similar use case (but less sandboxy).

I'll leave this ticket open as I do think this is something we'd like to support in the future
