Implementation phase closeout for ty-everett/e40bf337-1d19-447c-aea1-2191124d3a32.

Final implementation integration is pushed at be9951f67600c7ec0cbbb571542a670164b17f54 and the PR description now reflects the current source. Fresh hosted468 failures exposed two build/control wiring defects: the compiled quota checker loaded a CJS asset before the copier, and the dependency-free health job ran existing real ts-jest/esbuild regressions without their declared dependencies. Both are implemented and documented without skipping tests, changing generated native bytes, or relaxing runtime/resource/case limits.

Current local Linux evidence: original wallet build from empty emitted output/build caches PASS; complete root health 420/420, lint/format/typecheck and all 40 affected builds PASS; unchanged original artifact-copier file 4/4 PASS. Independent complete source/runtime integrity and actual drainage PASS. Main6493 is included. All24 source feature families are accounted for, integrated and documented. Own workers and VM are stopped.

This closes the requested implementation phase. All eleven whole-system acceptance rows remain OPEN, exact-head hosted CI/analyzers/review are not yet qualified, and the preserved incomplete native-six run earns no pass credit. Later qualification must test the complete integrated system and correct any discovered defects. Keep569 OPEN/DRAFT/UNMERGED/autooff; goal active; no publication/deployment/funded action.

Current exact-head CI is not green: Message Box and WAB infra jobs fail npm audit on critical handlebars in their development dependency graphs. These original logs and the full current snapshot are retained for next-phase scoped dependency reconciliation; no gate waiver or force-fix. All whole-system/physical/consumer/mutation/performance and exact-head analyzer/review gates remain OPEN.

All 202 actual process groups and 10 controllers are freshly absent; own/default VMs stopped, shared context unchanged. Prior partial-startup522,523,529 and administrative native526 cancellation remain unqualified. No owned worker continues. Network-ops master custody is being finalized in this closeout. Goal remains active; any subsequent source/qualification turn must open a fresh handle and inspect current published469/main and CI. No successor or peer evidence adoption claimed.

This covers ONLY .github/workflows/ci.yml wallet coverage matrix/env/run/capture/mandatory complete-six union routing; scripts/wallet-composed-native-ci.mjs and its existing .test.mjs auth-family inventory/routing/receipt validation; scripts/ci-orchestration.test.mjs additive auth-family hooks/minute evaluation. Preserve every original case/assertion, owner/case/default/resource cap, existing family budget/expectation and all LCH/mutation/other-job code/tests. Remove the file from ordinary wallet shards only with mandatory complete original six-case coverage wired, no replacement by narrowed evidence.
