Coordination

No overlapping live handles found. Open PR #569 also edits docs/reference/dependency-policy.md and governance/dependency-release-policy.json (different sections); will keep edits minimal to limit merge conflicts.

Completed (local commit ae4908e on branch chore/biweekly-dependency-refresh, based on cf6f1c0):

• .github/dependabot.yml: group renamed monthly-stack-maintenance -> stack-maintenance; schedule cron '0 6 1,15 * *' America/Los_Angeles.
• New .github/workflows/dependency-refresh.yml + scripts/dependency-lockfile-refresh.mjs: pushes one lockfile-refresh commit onto the open grouped Dependabot PR (manifests unchanged, @bsv/* untouched, no lifecycle scripts, 7-day release age). Needs a GitHub App token (not yet configured).
• Governance check (validateRoutineSchedule) + tests; docs updated (dependency-policy.md, infra/DEPENDENCY_POLICY.md, typescript-toolchain.md wording).

Validation (local): build, health:check, lint, format:check, typecheck, docs:facts:check, audit:security all exit 0; targeted node tests 17/17 after final fixes.

Pending: maintainer approval to push and open a draft PR; GitHub App setup; hosted CI not run.
