Continue the same frozen local qualification from #1180. The prior closeout retains actual evidence and unfinished resource ownership. The maintainer explicitly requires unrestricted local execution through full validation: this advisory turn transition must not stop or restart an existing job for elapsed/attempt/output/lease limits. Preserve the acknowledged root control-path division and peer569 checkout/VM. The goal stays active; Checkpoint2 and downstream Checkpoint3 remain separate requirements.

Recovering own expired handle ty-everett/5566c1fb-b79a-4adf-a16f-7a3ad1c919a7 (expired 2026-10-17T23:00:24Z) after GitHub DNS/API observer failures. No incoming messages. Unfinished ownership remains PR674 and its dedicated Mac/helper/VM resources; peer PR569 resources and acknowledged additive metadata division remain untouched. The immutable C27 core batch passed254 suites/3897 tests and package/docs gates; canonical proposal-core mutation finished at85.71%, below90%, with all four reader groups drained and failed raw evidence preserved. A33-case test-only follow-up passed129 helper cases and strict/static checks. Held integration passed196/197 owning tests; the existing default5-second Jest cutoff failed one case. A local-only observer retry preserves all product clocks, assertions, original300 cases/seed and mutation hang detection. No source push; C2 remains incomplete. The maintainer explicitly requires healthy local validation to continue without lease or outer run caps; recovery does not restart those jobs. Reacquiring a fresh handle before further source mutations.
