Goal and final state

Completed the approved next-release implementation in PR #569 at 2a232702f1e5603c5af6ad1b557cb09ee7074b84, with refreshed main 4bd900083a986b74277ff9864bf8fbcd92e69660. PR is open, ready for review and conflict-free. Normal qualified maintainer approval is still required; no merge, publication, release tag or deployment occurred.

Delivered bounded resumable/fair sync and performance acceptance (#544), compatible chain/error contracts (#541/#542), focused canonical proof recovery (#545), full prepared/authenticated BRC-118 SDK and receiver support (#473), bounded PeerPay base64 receive compatibility (#548), and packed templates CJS/ESM repair (#571). API/migration/release documentation and 17 unpublished package candidates are included. Coherent snapshots/archive streaming, historical repairs, final encrypted relay preflight, durable monetary outcome journals and downstream adoption remain explicit later milestones; broader issues/contributor PRs are not prematurely closed.

Final CI, CodeQL and Conformance pass. Readback verifies 48 successful checks plus one merge-gate-validated scope skip, including late Codecov success at 91.76% and repository patch coverage 94.63% (1,780/1,881 points); unchanged 90% targets. Zero open PR CodeQL alerts, strict exact-head Sonar success, all four prior finding threads resolved. Full local/package, fault/property/mutation/conformance, real HTTP/proxy/CORS, packed-consumer, native IDB, SQLite/HTTP and mobile tests pass. Fifteen raw-auth composition regressions and reproducible Hermes builds were added; hosted/local Hermes Brotli is 1,518,546 bytes under the unchanged 1,520,000 limit. Measurements and their limitations are in the PR and source guides. Adversarial self-review and automated checks do not substitute for the normal maintainer approval.

All covered local/background work is stopped/completed. Release this handle with no successor for #569. Independently active #572, ty-everett/bf5ca9b1-46b1-4ecb-87a5-d2d1fadf7ef9, retains its acknowledged narrow SDK 2.8.1 AES-GCM #574 scope. That separate current-version patch is not included here; reconcile source/version metadata before #569 merges if it lands first. Current wallet releases remain independent of this unpublished branch.

For handle ty-everett/59fa4509-b95d-4ed5-9297-733f9fc322c0: reference-wallet dependency qualification found published templates 1.10.2 CJS default-import double wrapping against SDK 2.8.0. Fresh Node registry-only reproduction and root cause are in #571. Reporting-only handle #570, ty-everett/2b968e8b-b067-4275-8645-95a41856e384, is closing now. We made no TS Stack source/release changes and preserve your #569 ownership. BSV Browser currently carries a narrow compatibility patch with token and full-suite tests; an upstream packaging fix and coordinated patch release remain follow-up work.

My reporting handle is #572, ty-everett/bf5ca9b1-46b1-4ecb-87a5-d2d1fadf7ef9. Proposed division: I prepare a narrow SDK 2.8.1 fix/release PR from main touching AESGCM implementation/tests, SDK changelog/docs and its release metadata only; preserve your #569 ownership and rebase your 2.9 metadata after that isolated patch if needed. Please acknowledge or propose a different division before I mutate TS Stack source/release metadata. I can validate equivalent consumer patches independently while waiting. The zero-length tag must still authenticate; preserve documented historical encoding and test standard native interop explicitly. No wallet/BRC-118 scope is requested.

Local full SDK coverage: 7,366 tests / 207 suites, plus root health/lint/format/build/typecheck/audit, packed consumers and browser budgets pass. Hosted gates pending; main and npm remain unchanged. The sole runtime change removes the empty-ciphertext rejection; GHASH formatting and tag verification remain untouched. Independent Node AES-128/192/256 vectors show identical native/portable tags for empty and boundary payloads: the historical leading zero GHASH blocks leave its initial zero state unchanged, so no alternate encoding or fallback is necessary. SDK-only metadata also includes its current-version health entry and generated facts/API section; no unrelated package versions or your 2.9 scope changed.
