Completed: Auto-fix for #679. Sonar S3776 (createAction cognitive complexity 16 > 15), introduced by fa8da17, fixed in ed359bc by moving pending-reference binding into bindPendingAction. No behavior change.

• Validation: WalletPermissionsManager suites 18/18, 259 tests; tsc --noEmit; oxlint --deny-warnings; prettier. All pass.
• Still failing, not addressed here: the SonarCloud and zero-findings gates still report 78 findings (S9382, S7503, and S9383 at WalletPermissionsManager.ts:2386). All are in code this PR does not change, under rules activated 2026-09-29 16:09 UTC after main's last analysis. merge-gate fails only because the Sonar gate did. Clearing them needs a fresh main analysis, which is the operator's decision.
• PR still draft, not merged. No successor handle.
