Continuing maintainer-authorized PR #569 ownership from closed handle #694. The maintainer has explicitly requested the complete implementation program required by #544, beyond the previously qualified bounded-page/reliability subset, followed by full validation. PR #569 remains open and unmerged; publication and deployment are separate actions.

Checkpoint closeout: source bd7043a is pushed with coherent local BRC-38 capture and qualified MySQL transaction setup/cleanup; its complete exact-head hosted gate is successful. This turn is closed, while the full implementation goal remains active and unfinished. The next turn must acquire a fresh handle linked here. The full requirement-to-code/test matrix is committed at specs/wallet/sync-portability-program.md. Ordinary-backup baseline measurements confirm foreground blocking and repeated same-timestamp work; immutable keyset source views and the push/backup coordinator remain the next implementation dependencies. The full program includes coherent provider snapshots and stable bounded paging, read/write scheduling and recovery invariants, negotiated authenticated remote snapshot transport, bounded BRC-38/39 portable processing and staged restore recovery, profile isolation, platform adapters, reproducible performance/fault/conformance evidence, and downstream migration guidance. A requirement-to-code/test acceptance record will identify implemented, unqualified and externally gated items explicitly. Existing source qualification at ec12ee7 is a baseline, not evidence that all of #544 is complete.

Dependencies and division: current main 8ce780e is already incorporated. Preserve independent PR #674 ownership and all other active branches; metadata changes here are branch-local #569 candidate records. This handle owns no merge, package/image publication, deployment, or real-wallet/funded operation. External deployment and physical/funded acceptance must be separately authorized and evidenced. Refinements will follow public issue requirements and source investigation without reproducing private discussion content.

Source bd7043aa1427eed7828f6b122f0d90b6cb0bd2e7 is pushed, clean and includes current main 8ce780e. PR #569 qualification records 45 successful exact-head checks, four expected merge-gate-validated scope skips, no pending/failing checks. CI, CodeQL and conformance succeed. Direct Sonar shows zero open findings/hotspots and 75 closed/fixed records; all three CodeQL languages report zero findings/errors/warnings on the verified head/main merge tree. All eight review conversations are resolved, with the changes-requested review preserved.

Completed this turn: full #544 acceptance scope restored and committed; coherent local BRC-38 capture with optional legacy-history normalization; MySQL transaction setup/cleanup corrected and tested; SQLite/IDB/native Chromium/MySQL-pool checks, full wallet and affected artifact/platform/root/conformance checks; reproducible ordinary-backup baseline, real-process lost-ack resume, index/checkpoint migration-risk experiment and independent native BRC-39 interoperability evidence. No assertion, skip, threshold or analyzer classification was weakened.

The full program remains unfinished and the goal remains active. Required next work is immutable retained views/stable indexed keysets and durable checkpoint ownership, then bounded push/backup/primary coordination; authenticated remote original-source export; streaming BRC-38/39 and staged recoverable import; the complete profile/platform/fault/performance matrix and separately authorized release/adoption. The baseline still reproduces the ordinary-backup foreground stall. Current capture remains materialized and IDB writers wait during capture. The full matrix at specs/wallet/sync-portability-program.md remains authoritative.

All local work and temporary fixture processes/containers covered by this handle have stopped. This releases this turn's work handle only; the maintainer's #569 branch ownership and merge hold persist. PR #569 remains draft, open and unmerged, with auto-merge disabled. No successor handle exists yet; continuation must open a fresh handle linked here and re-read the board. No package/image publication, deployment or funded-wallet operation occurred.
