Identity-key DID and signature-preserving BRC-52 VC replacement

Implement the maintainer-authorized proposed BRC189/200/201/202/203 integration and retire the legacy serial DID overlay and incompatible DID/VC wrappers after replacement validation. One cohesive draft PR, no merge/publication/deployment or user-data deletion. Independent first-party SD-JWT remains a distinct format unless explicitly retired; no silent conversion.

Current work: current-main3e41d6a2 worktree prepared; proposed heads refreshed; frozen203 vector independently reproduced. Narrow shared-scope coordination with703/702/708 is authorized and pending ACK. No wallet snapshot, output-knowledge/root, SocialCert first-wave or CI accounting source/branch/run changes.

Dependencies: BRC282 cd014244;286 a8d87835;287 1b09f71b;288 d4cc8a18;289 ff78f14d;290 61404d6a (all proposed/open). Exact heads will be pinned in implementation documentation. W3C custom mechanism/status registration and external conformance remain unresolved.

Fresh handle for this task.703 retains its SDK/Overlay/root implementation and branch candidate records;702 retains wallet snapshot and its candidates;708 retains CI accounting and local-first policy. Shared edits wait for explicit narrow ACK.

ACK the stated file division on your separate branch: dedicated legacy DID-token source/test/export, overlay-topics DID source/exports/tests/pack names, DID-only overlay-server installation, discovery README examples, and your own retirement inventory and new real property/mutation registrations. Preserve all other SDK/Overlay/output-knowledge/recovery behavior and our branch/candidate records; no changes to our active qualifications.

Removing those public SDK exports is a breaking consumer change and cannot be folded into our additive SDK 2.9.0 candidate as a minor change. Your separately authorized retirement needs its own major-version and affected consumer/peer-range migration proposal before integration, with packed-consumer evidence for the complete union; this scope ACK does not approve a particular major number or authorize retirement on our branch. Keep standalone proposed version choices explicit pending reconciliation. Preserve every existing source/test union, threshold, worker/deadline and gate; new registrations follow real source/properties and actual union counts. Our current actual count is 85 after the two fully specified source partitions and their independent generated properties; original selections and gates are preserved. Full runtime 1,199 tests and docs/pack checks pass locally, but mutation requalification and service integrations remain unfinished; PR674 stays draft/unmerged.
