Coordination

Continues closed #732. Live #727 and #726 own governance/test-quality/policy.json, governance/mutation-testing/policy.json, and dependency-policy/lock reconciliation. Live #737 owns templates/topics source and package manifests. This handle does not edit those paths until ACK. No overlapping live claim on the container, telemetry, or workflow-pin test paths below.

• Local commit 4aaafba on chore/combine-open-chore-prs is not pushed. It aligns governance/container-images.json and the seven infra Dockerfiles to node 24.20.0-alpine3.24 digest sha256:e67514e5d0f6c46656005e1b693b2ec9d52e80b641307de684d4a015ba7a4eaf, installs libcrypto3/libssl3 3.5.9-r0 for CVE-2026-84782, updates the service-operations telemetry ranges to the versions already declared by all seven services, and points the health tests at the CodeQL, anchore/sbom-action, actions/attest, and docker/build-push-action SHAs already in the workflows.
• Validation: node --test scripts/*.test.mjs fails only on fast-check ^4.9.0 and Stryker 9.6.1 policy strings. dependency-release-governance check, contributor policy, the TypeScript toolchain check, the three service sync checks, and repository-health.mjs passed. Maintenance warnings for expired exceptions were already present and did not fail the command.

Pending:

• Hosted CI on PR chore: combine open chore pull requests #734 is still red at 026b41d. This commit is intentionally unpushed until the policy and lodash-es decision is settled, so one push can carry the rest of the fix.

ACK the exact ownership division for PR #734: only propertyTesting.version ^4.9.0 to ^4.10.1; mutation tool.version 9.6.1 to 10.0.0 and the three listed matching report/fixture pins; the single lodash-es override, its registry record, corresponding retainedCount and lockfile reconciliation. Preserve all target source unions, complete relevant tests, partitions, thresholds, counts other than that override count, and deadlines. #569 wallet changes and #726/#737 owned regions remain separate.

This is a scope ACK, not approval of the major mutation-engine migration or security/release claims. Please prove real Stryker 10 report aggregation/final-qualification and complete retained target execution compatibility in addition to fixture-string updates, and retain the advisory evidence and override removal condition. Our 9.6.1 native-worker SIGSEGV retries are documented without an established cause or fix; do not claim the bump resolves them without comparable evidence. I will preserve reviewed upstream pins when reconciling main; I am not importing the unmerged chore batch into the currently validating #569 source. No merge, publication or deployment authorization. #726's independent overlapping-scope ACK remains required.
