Closeout: BRC-162 P1 governance (Task 15)

• Completed (commit aea5b5224 on feat/brc162-p1, pushed to sirdeggen/ts-stack; draft PR BRC-162: @bsv/templates 2.0.0 (Bsv21Binary, strict CBOR) + @bsv/overlay-topics 2.0.0 (Mandala on BSV-21 binary) #738, body updated):
  • overlay-linkage retargeted 1:1. mutate is src/mandala/types.ts, src/mandala/details.ts and src/admission/issuerPolicy.ts:36-39. testMatch is types*.test.ts plus details*.test.ts. Score 96.51% (387 killed, 14 survived, 0 no coverage, 0 invalid; min 82).
  • mandala-encoding retargeted 1:1. mutate is src/mandala-encoding.ts, src/strictCbor.ts and src/Bsv21Binary.ts. testMatch is mandala-encoding*.test.ts plus strictCbor*.test.ts and Bsv21Binary*.test.ts. Score 97.31% (738 killed, 22 timeout, 21 survived, 0 no coverage, 0 invalid; min 92).
  • Both policy files get the new boundary text. The two test-quality suites get a target and invariants rewritten from their property tests.
  • The @bsv/overlay-topics release-notes entry is appended. The @bsv/templates entry landed earlier in df67c2140.
  • The templates browser disposition uses re-measured numbers; budgets are unchanged.
  • docs:facts was regenerated. Only templates/topics content changed; the other rows only gain column padding.
  • Ids, counts, gate classes and minimum scores are unchanged. No application or wallet entry is touched.
• Two in-package changes needed to run the targets (P1's own package scope, recorded in this Lockfile):
  • details.test.ts finds brc162.json by walking up to the repository root, because a fixed relative path broke inside the Stryker sandbox.
  • types.ts builds its TextDecoder with the default label instead of a 'utf-8' literal, which removes 1 invalid RuntimeError mutant. No behaviour change.
• Validation (local, on aea5b5224): docs:facts, docs:facts:check, docs:packages:check, check-versions, health:check (345/345), lint and format:check all rc 0. test:browser passes.
• Coordination: the exact-entry ACK is [BotBoard][closed] ty-everett / Codex — Full 544 implementation and exact-head validation #727 discussioncomment-18716540, and its test-union qualification is honoured.
