Bugfix release (drop-in over v0.10.0):

• tesserae config status now shows the whole machine-wide config, not just the LLM backend — a Machine-wide settings section (cognee on/off + mode) and an Optional dependencies section (memex / cognee / raganything / understand-anything, installed or not), printed before the liveness ping.

Also sweeps up already-merged cognee work: adapter ported to cognee 1.x (#45), machine-wide cognee enablement via config setup --enable-cognee (#44), and the self-capture filter extended to cognee 1.x writing-assistant prompts.
