[codex] Wire LangGraph tool metadata streams

Summary

• Request LangGraph messages-tuple, tools, and custom stream modes and preserve tuple metadata during normalization.
• Populate toolProgress(), toolCalls(), getToolCalls(), and getMessagesMetadata() from streamed events/messages.
• Update public docs and positioning to reflect Phase 1 support and mark dedicated subagent tracking as Phase 2.

Notes
