[codex] Split capabilities docs into concept pages

Summary

• remove the single /docs/capabilities page
• add separate Concepts docs for Memory, Planning, Skills, Subagents, and Reasoning Effort
• update docs nav, related links, blog links, llms surfaces, sitemap generation, and docs topology checks

Test Plan

• node scripts/check-docs.mjs
• pnpm --filter @dawn-ai/web lint
• pnpm --filter @dawn-ai/web typecheck
• pnpm --filter @dawn-ai/web build
• post-build pnpm --filter @dawn-ai/web typecheck
• rendered verification for /docs/memory, /docs/planning, /docs/skills, /docs/subagents, /docs/reasoning-effort
• verified /docs/capabilities returns 404
• verified llms-full.txt and sitemap include the new docs pages
