release: bump to 1.3.0 — local / bring-your-own-model
Version 1.2.0 → 1.3.0 (minor: adds the local-model provider feature).
User-facing CHANGELOG [1.3.0] entry written (signed into the update manifest at
release time). Updated the deliberate version-pin guard in
test_r9_public_release_readiness.py to the new target.
