3.x fix build and deploy

(If I can get approval from someone, I will merge and deploy, and if there are any problems, I will revert.)

#7817 (for 3.x) and #7818 (for 2.x) were merged into the branch where deploy is triggered.
However, the deploy failed.

The following error was displayed:

The HTML and PDF builds before merging also failed.
I'm not sure, but I thought it might be due to an older version of the tool.
I'd like to be able to incorporate the 5.x branch changes into 3.x or 2.x and release the documentation.
