Issue:
Used SQLAlchemy to query total:
pmt, upt, vrhdata from warehouse. Melted and aggregated different datasets byyear, agency, district, mode. Created function to make consistent altair line charts with mean reference line. Also tested box plots as an alternate way to visualize metrics, but had to exclude rows with zero-values as it skewed the plots.
