feat: change logs for atoms

1. Update changeset/config.json by ignoring private packages (that means we can't select them when we create changelog entry for the pull request) and add plugin to provide information from github for each changelog entry - it will now have access to pull request, commit etc.
2. Create changesets.yml file that will open a PR each time a new changelog file appears in .changeset folder and it will also have bumped package.json version in the PR and will release package each time that PR is merged.
3. Add atoms/README.md
