feat: AI to approve OAuth clients

Problem

Customer support needs to spend time approving OAuth clients and re-approving them if they change.

Solution

Come up with set of rules and let AI handle the process. Do this after CAL-7239 is done so that AI has overview of what changes when client goes from approved to pending or rejected to pending.
