Summary
Cal.com v6.4.6 enables the View recordings action for past Cal Video bookings on the
cal.eu(EU) region even when Cal.com didn't detect a recording file for that meeting. On other regions, the action is still only enabled when a recording was captured.This adds a short note to the Cal Video advanced settings page so EU organizers know they can always open the recordings dialog on past confirmed Cal Video bookings.

Triggered by the v6.4.6 release. The other user-facing changes in this release (email verification for registered Cal.com users, raising the recurring-event max from 24 to 32) were already documented in prior PRs.
