Summary
Split the oversized session handler into focused modules for runtime, open, close, deploy, batch, perf, and shared device helpers.
Keeps scope to the session command family, extracts the startup metrics contract into a shared helper, and leaves remaining session router work for follow-up. Touched files: 11. Scope did not expand beyond the session handler command family.
