Merge default Base date and urgency fixes

Summary

• merges the local plugin-review cleanup stack that was already validated locally
• integrates fix: strip time component in default base template date comparisons #1838 so default Base day-level comparisons ignore time components where appropriate
• integrates feat: add time-of-day component to urgencyScore formula #1839 so default Base urgency scoring uses time-of-day as a same-day tie-breaker
• updates unreleased notes with thanks to @kmaustral and @loukandr
