Auto complete issues with Groups

Report from Kathy, change of report on COLD groups business: 

Group addition in People isn't working. Kathy has tried clearing cache and restarting browsers. No difference in behavior between Firefox and Chrome.

The autofill works as long as you copy past in the full group name on the left, then clicking the right box auto-fills as expected (NOTE: code is doing an exact match, need to think about how to integrate datalists into cells of a csvtextarea component).

What doesn't work is adding a shorter version of the group name, or even using the alternate, in the Group name field.  For example, I used to be able to type CCE in that left field, and it would give me a popup menu of options that fit that search, and I would choose the Division name.  That bit doesn't work in COLD, but thankfully still works in the Groups field in AUTHORS.

However, I did figure out that I can just type in the beginning of the Group name, such as "Division", and that will give me a popup, so that's great!

It is confusing that I cant just type in "CCE" though, since I can do it in AUTHORS (edited)

Plan: Fix group name lookup in People edit

Option A — Pre-load group names into datalist

Files touched: people_edit.ts only

Steps:

1. On page init, after getting the groupsElem reference, call:
   const groupData = await clientAPI.getList("groups.ds", "group_names");
   groupsElem.setAutocomplete(0, groupData.map(g => ({ value: g.group_name })));
2. No SQL changes — group_names is already defined.
3. No changes to csvtextarea.ts — setAutocomplete() already handles wiring the datalist to all cells in that column, including newly appended rows.

Result: As the user types in the group_name column, the browser shows matching group names. Chrome and Firefox do substring matching, so "(CCE)" in the name surfaces when typing "CCE".
Once data cleanup removes parentheticals and moves them to alternative, this approach no longer covers abbreviation searches — that would be a separate future enhancement to also load
alternatives as datalist options.

Option B — Fix autofill (tab to clgid) to handle partial and ambiguous matches

Files touched: client_api.ts, people_edit.ts

Steps:

1. client_api.ts — lookupGroupName(): Append % to both params so SQL LIKE does prefix/substring matching:
   params.append("q", name + "%");
   params.append("alternate", name + "%");
2. The lookup_name SQL already searches both the name field and entries in the alternative array, so this covers both once alternatives are populated.
3. people_edit.ts — updateRowGroupID(): Replace the single exact-match check with:
   - If exactly 1 result → fill col 1 with its clgid
   - If multiple results → check for an exact obj.group_name === groupName match among them; if found fill that one; otherwise leave col 1 blank

Result:

• Full name typed → 1 LIKE match → autofills clgid ✓
• Exact alternative like "CCE" typed → 1 match → autofills ✓ (once in alternative field)
• Ambiguous partial like "Division" typed → multiple matches, no exact hit → leaves col 1 blank, user must select from datalist ✓
• Parenthetical form "Chemistry and Chemical Engineering Division (CCE)" typed → 1 match → autofills ✓

Not covered by this plan: Matching on the clgid field itself (would require switching lookupGroupName to use the lookup_name_or_clgid query and a third parameter). Defer as a future
enhancement.
