Fallback options – alternative cells and network types

Following #170, in case of congestion, would it be possible to provide fallback alternatives in the response, such as other locations or network accesses (Wifi, 4G, 5G, etc.) ?

Good question - the decision regarding best current radio access transport (4G/5G/6G) would be taken between the terminal and the base station (including e.g. carrier aggregation) and I believe the consumer of this API would trust the operator to have made the correct decision there. If Wi-Fi is available then I would expect the terminal to manage multihoming.

Generally congestion is volatile and ephemeral, but I agree there is value in being able to predict it (e.g. busy time of day) - and the CAMARA Predictive Connectivity Data provides that.

Actually, we do plan to prototype some kind of predictive use cases.
My question would be more, for instance, to propose surrounding operator's WIFI accesses in order for the application to choose one if possible.
