What this PR does / why we need it:
Removes the deprecated Fall25-era API Review tooling. The sole upstream consumer (
api-review-trigger.ymlincamaraproject/ReleaseManagement) was removed earlier; nothing else in the CAMARA repos references the reusable workflow or the v0.6 validator script.Files removed:
