* Refactor unit test for arrangement and utilize ex_machina for building fixtures * Test and implement action fetcher * Build function and trigger to monitor addition of claims to the system * Handle claim verification request events from the database * Test notify validators function * Add logic to send out notificaitons to action validators * Version bump for new verifications feature
