Dockerfile Simplified Deployment

Description

This addition moves ENV variable when migration is supposed to take place and then removes extra burden of adding manual ENV variables from the user side.

Motivation and Context

This change makes it super easier check the screen shot now just place your repo to clone from and you are good to go if you use this template.

How Has This Been Tested?

I have tested the deployment here and its working and good to go.
