With remote auth, do not prompt for local password creation if it is already set

Describe the issue

Each time we login with another method than local password, we ask for a new local password generation.
It should be done only when there is no local password already set.

It seems this issue is still valid, the equivalent ticket (UDENG-3116) is marked as done. and the PR that superseded the linked doesn't seem to have fixed this behavior? Because re-doing the device auth flow still asks to create/set a local password, rather re-using the existing one, as of 0.6.1.

I've tested a local batch and I'll create a PR for it shortly

@nooreldeenmansour Sorry, this issue is missing some important context. From what I remember, we decided way back that we want to keep the current behavior for now, because it's the only way for users to set a new local password in case they forget their password. I think that ideally, we should show an additional option to set a new password, and then the default can be to keep using the existing password. Until we implement that, the simplest solution is to keep current behavior. I don't think implementing that is a priority right now, I don't recall users complaining about it, unlike some other unsolved issues.
