Adds a new kernel-workflow-playbook with instructions intended for kernel-team members and archive-admins to perform kernel SRU releases and kernel-rollbacks. The intent is to provide documentation to allow a kernel-team member to walk an archive-admin through these operations even if they are not specifically aware of the kernel process differences.
