MicroCeph PR 719 adds reference labels to many documentation headings. Where possible, this commit updates cross references to MicroCeph documentation from `doc` to `ref` roles to use those labels. This commit also updates one LXD cross reference to a `ref` role. Refer to canonical/microceph#719 Signed-off-by: Elijah Greenstein <elijah.greenstein@canonical.com>
