Issue
There is no convenient way to deploy a "monolithic" version of our HA charms that would be easy enough to use in GH workflows or for a development setup.
Solution
Add a
cos-devmodule that will allow to deploy COS in both a monolithic and HA manner with a choice of seaweedfs or ceph as its backend.Checklist
Context
Will enable #299.
Some of the CI workflows are failing in this PR as it also adds a matrix check for the right scenarios for the cos-dev stack.
