User mode is not supported #502
Description
Some systems do not support user mode. Secboot and snapd instructs the user to reboot and manipulate the tpm but this interaction is fruitless. Perhaps we should support user mode or, alternatively, maintain a quirk system where certain bios models are know not to be supported so that user feedback or instructions can be made more accurate.
