Shorter length of record objects than OD spec

According to CiA 301, the length of Record objects are determined by "Sub-index 00h provides the highest sub-index supported". If a node returns a value in sub-index 0 for a record which is less than the number of elements defined in the OD, how is that to be interpreted?

• Is that a valid condition? Where the high numbered sub-indexes simply doesn't exist,
• or is the node violating the OD contract?
